‘National Research Facility & Equipment Advancement Plan’ stands for the 'research facility and equipment advancement plan on the national level that has consolidated and improved「Operation and Utilization Advancement Plan of National Research Facility & Equipment (Draft)(2013~2017)」and 「Comprehensive Measures for Effective Use of National Research Facility & Equipment (Draft)」prepared in accordance with 'Framework Act on Science and Technology Article 28 and Enforcement Decree of the Framework Act on Science and Technology Article 42'.

To enhance the effectiveness of ‘advancement of national research facilities and equipment’ which is the planned policy on the ministry-wide level, establishment of related terminologies and 'research facility & equipment utilization performance management system' have been set up to be reflected as critical evaluation index on the national R&D programs and the government contributed research institutes after managing systematically by preparing a standardized performance index of the national level.

The standard performance index of national research facilities and equipment is classified into utilization record index and utilization performance index to be composed of 10 detailed indices on each index. The standard performance index can be utilized as the standard to effectively measure the utilization performance of research facilities and equipment.
