The whole life cycle management and setup of support system throughout the stages of setup-operation-utilization-disposal is essential for the advancement of science and technology infrastructure, the situation is that the setup of a system for the reuse of research resources is still inadequate.

Despite the fact that idle and low usage research equipment is under a state where it can be reused, it is being left alone or disposed as disused equipment for the most part due to the lack of awareness by researchers, complicated administrative procedure on the equipment transfer and problem of budget to cause enormous waste of the national R&D budget.
