This report is published to seek directions for the development of domestic science & technology infrastructure after analyzing the research infrastructure of RIKEN, a leading large research facility operation-based R&D institute, and enhance the opportunity to create excellent R&D performance through joint research with domestic researchers. In addition, it suggests policy implications for the establishment of a domestic science & technology infrastructure through analysis of RIKEN’s personnel structure in searching for a Nobel Prize winner, management & attraction systems, organization of operating costs, and large research facility-based management systems.
