Overview
This revised edition of the standard guidelines was established by the Ministry of Science, ICT, and Future Planning to clarify the basis for the operation and management of the research facilities and equipment in a systematic manner by systematizing the matters to be executed by the R&D bureau, research institute, or research engineer in each research equipment and facility stage by making up for the institutional weaknesses detected during the first implementation of the ‘National Research Equipment and Facility Management Standard Guidelines.’ While easing the implementations of the ‘National Research Equipment and Facility Management Guidelines,’ which have been difficult to apply, original policy guidelines remained unchanged. The key revisions include i) the revision, addition, alternation, and enactment of the review standards of the Research Equipment Budget Review Committee, ii) check if research facilities and equipment are implemented, and iii) tracking omissions. They are considered for a research institute to be able to voluntarily operate and manage research facilities and equipment according to government policy direction by specifying the implementations of the ‘National Research Equipment and Facility Management Guidelines.’ In addition, targets for the registration and management of research facilities and equipment are clarified, and equipment fee estimation and execution standards are newly enacted for each entity’s better understanding. In addition, the procedure for the relocation of idle and low-use equipment is revised to establish the ground for the promotion of joint utilization.
