Equipment Transfer Support Program
Support Program for Equipment Transfer
Support of the transfer to other institutes of idle and low-utilization research equipment that has been left unused due to low specifications and/or a loss of purpose
Support of the expenses incurred for the installation and relocation of idle and low-utilization equipment to other organizations* Up to 30% of the acquisition cost (KRW 40 million of transfer cost)
Support of the education and training expenses to help the institutes that acquired the idle and low-utilization equipment get the education needed to operate the equipment
The institutes holding the equipment shall provide information after registering the equipment to be transferred to other institutes through the NTIS’ Equipment Transfer Service* while the acquisition institute shall fill out a transfer request and apply it to the NTIS.
Program Designed to Support the Transfer of Idle and Low-utilization Equipment
- Goal
- To prevent expensive price research equipment acquired with government subsidies from being left idle, under-used or unused by supporting the expenses of transferring the idle and low-use/disused equipment to other institutes

Overview Program Designed to Support the Transfer of Idle and Low-use Equipment |
Support for the transfer of idle and low-use equipment | Support of the expenses that are incurred for the installation and relocation of idle and low-use equipment to other organizations (transfer costs, installation costs, repair costs, etc.) |
Support for education and training expenses for the operating staff of institutes acquiring idle and low-use equipment | Support of the education and training expenses that are incurred for the operation of the acquired equipment |
-
- Definition of idle, low-use, and unused equipment
-
Overview Category | Description | Currently in Operation | Operable | Eligible for Subsidy |
Idle equipment | Equipment of uncertain utilization status because it hasn’t been operated for at least six months for reasonable causes | X | O | O |
Low-use equipment | Equipment with little use (less than 10% of annual operation rates) even though it can be operated normally for economic reasons or other reasons such as low specifications | O | O | O |
Unused equipment | Equipment that cannot be used regularly due to the following reasons: loss of purpose, breakage, no after-sales service | X | X | X |
※ Compliance with the following regulations at the transfer of idle and low-use equipment: Decision on disuse, management conversion, and gratuitous assignment in the National Property Act and Commodity Management Act
※ Observance of the internal procedures on idle & low-use equipment for such equipment
- Description
-
-
- Purpose
- To enhance the utilization of research facilities and equipment and promote R&D program efficiency by supporting equipment transfer to acquisition institutes from those having idle and low-use equipment to be disposed of
-
- Subjects of support
-
- Transfer costs: Support for costs incurred in the relocation and installation of idle & low-use equipment
- Repair costs: Support for repair costs incurred after the relocation of idle & low-use equipment
- Education and training costs: Support for education and training costs incurred in fostering equipment operation personnel
-
- Application period
- April 2015 – December 2015 ※The applications submitted during the application period are reviewed according to the related procedures by the Ministry of Science, ICT, and Future Planning. If the budget allotted is completely used, the program will end early.
-
- Procedures
-
-
Judgment made regarding idle and low-use (disused) equipment As reviewed and judged by the equipment review committee in each institute
-
Registration of idle and low-use (disused) equipment NTIS’ equipment transfer service (nfec-move, nis.go.kr)
-
Request for equipment transfer Request for the transfer of idle and low-use equipment registered with the NTIS
-
Selection of the target institutes Selection of target institutes after reviewing the feasibility of transfer, whether or not the equipment can be transferred and repaired, usage, operation plan, etc.
-
Support of the transfer and follow-up management Support for the transfer (repair) costs and education, follow-up management for one (1) year from the date of transfer (utilization report, on-the-spot inspection)
-
- Evaluation and selection
-
Judgment on idle and low-use (disused) equipment
- The research institutes should place research equipment into three categories (‘idle,’ ‘low-use’ and ‘disused’) quarterly depending on durability, utilization status, and use frequency through the equipment review board and manage in accordance with the related procedure.
※ Refer to ‘7. Disposal of Research Facilities and Equipment’ of the ‘Standard Guidelines on the Management of National Research Facilities and Equipment’ (Mar. 2013, Ministry of Science, ICT, and Future Planning)’
- After decision-making regarding the equipment, the institutes having the equipment should complete the related procedures to meet the requirements (mutual management conversion, gratuitous assignment, etc.) according to the National Property Act, Public Property and Commodity Management Act.
Review of transfer feasibility and selection of target institutes
-
- Follow-up management
-
- After the transfer and installation of the equipment, the acquiring institute submits an equipment utilization report if requested by the NFEC.
- Evaluation and inspection of equipment utilization performance report
