Overview
So far, the government has promoted joint utilization for the purpose of enhancing the investment efficiency and utilization of research facilities and equipment. However, these policies and laws and systems have failed to suggest a specific implementation method, mentioning a direction for joint utilization only. The ‘National Research Equipment and Facility Management Standard Guidelines’ were enacted and distributed in December 2010, and joint utilization tolerance rates have continued to increase since then. However, it has been difficult to find a management policy regarding the utilization of exclusive-utilization equipment, for which purpose this manual has been published. To establish standards for the exclusive use of research facilities and equipment, exclusive-utilization cases registered by the researcher in the NTIS’ national research equipment and facility management services were analyzed. Based on analysis of exclusive-utilization cases, eight standards for the exclusive use of research facilities and equipment are established. The eight standards defined in this manual are used as guidelines to judge the purpose of the utilization at registration of the NTIS’ equipment.
