Overview
Since 2007, budget review for research facility and equipment was performed in R&D budget adjustment·allocation phase in order to examine the validity of establishing research facility and equipment where the redundancy of research facility and equipment is used as one of the important criteria in the review.
Hence, the government, through 「National Research Facility and Equipment Management Standard Guideline (’15.6)」, recommends redundancy test for research facility and equipment to research institutions and researchers who carry out projects with government R&D budget before selecting new research facility and equipment.
There are many detailed criteria to consider, such as region, specification, purpose, demand, etc., to determine redundancy. However, there were lack of specialty from research institutions to determine the redundancy which led to increase in the necessity by the government to support in this regard.
