This report has been prepared for the purpose of preparing the comprehensive evaluation methodology of preliminary feasibility investigation on the large scale research facilities for securing efficiency of national finances. In terms of the large scale research facility installation projects for basic research and development, preliminary evaluation has usefulness in that it can prevent the waste of national resources and distribute effectively such as predicting the feasibility of project in advance to set the priority of projects that are under competing relationship or making adjustments on the overlapping projects in advance.
