This report offers step by step guidelines to help the employees of the National Science Foundation (NSF) and financing subjects be able to plan, manage and supervise large facilities effectively. It aims to clarify the policies, requirements, and recommendation procedures in each stage of the operation, as well as the improvement and discontinuance of research facilities and to help the NSF program manager fulfill his/her duties with accountability. This report is published to be used by the employees of the NSF or large facility project proposers in the planning process.
