Overview
Research facilities and equipment are the core R&D outcome of science and technology, which is a key factor in R&D. Therefore, the government has continuously made investments in research facilities and equipment for the development of science and technology. In fact, it has worked hard to build infrastructure for the efficient operation and promotion of the utilization of research facilities and equipment constructed with government R&D funding. These efforts can be confirmed through the promotion of multiple research equipment and facility support policies in accordance with the survey on the enactment, revision, and implementation of the ‘National Research Equipment and Facility Management Standard Guidelines’ and Article 28 of the Framework Act on Science and Technology as follows: Development of ‘National Equipment and Facility Operation and Utilization Advancement Plan (2013 - 2017)’ and its annual implementation plan; establishment of equipment introduction review system; support for the relocation of idle and low-use equipment; construction and operation of research equipment joint-utilization system. Despite the government’s strenuous efforts as mentioned above, however, the National Assembly, the Board of Audit and Inspection of Korea and other government bodies have continuously pointed out inefficiency in the operation and management of the research facilities and equipment. Therefore, it is necessary to examine if government policies have been properly performed and correct any problems for improvement through a field inspection of the current operation and management of research facilities and equipment.
